Toddler's Killers 'Known To Authorities'

A couple who tortured a three-year-old boy were "well known" to child protection authorities, a serious case review has found.

Ryan Lovell-Hancox died from a brain injury he had received at the West Midlands home of Christopher Taylor and Kayley Boleyn in December 2008. They were both given life sentences last July for the boy's murder. Ryan's mother, Amy Hancox, had paid Boleyn and her boyfriend Taylor £40 a week to look after the toddler. Aged 21, Miss Hancox realised she could not cope with the strains of motherhood. She suffered from mental health problems and was trying to decorate her flat. Miss Hancox - who knew nothing of the abuse Ryan was suffering - along with Taylor and Boleyn were all "known" to authorities, the Wolverhampton's Safeguarding Children Board found.

She and Boleyn were cousins, had grown up together and Miss Hancox had no reason not to trust the 19-year-old when she left Ryan at the flat she shared with Taylor, 25, in Bilston. A month later the child was in a coma in hospital, having suffered a massive brain haemorrhage - the "bubbly, intelligent boy" never woke up and died on Christmas Eve.

A Wolverhamton court heard how Ryan's life was turned to "hell" as he was forced to live in squalor during the month spent with Boleyn and Taylor.

The violence he suffered at the hands of the couple, who were both addicted to cannabis and alcohol, was not borne from a "flash of temper" but was sustained and horrific. The child was repeatedly beaten about the face, back and buttocks. His skull received 10 severe blows and he had more than 70 injuries to his body by the time he died.

The serious case review, which did not name the parties involved, identified failures by both the police and probation service to record child protection issues relating to Taylor and Boleyn during 2005. The report's author, Martin Burnett, concluded that lessons could be learned from the tragedy.

"The police should have recorded child protection concerns in relation to (Boleyn) in September 2005, and in October 2005 the Probation Service should have recorded the assessed child protection risk posed by (Taylor) and they should have passed the information to children's services. A number of failings have been identified which, taken together, help to explain how this came about."


Ryan's mother felt she could not cope with the strains of motherhood

"In relation to (Boleyn) and (Taylor) records were deficient and did not properly show the background level of risk posed by them."

Sarah Norman, Wolverhampton City Council's strategic director for community, added: "On behalf of the city council, I would like to express my deepest sympathies to his parents and their family for their unimaginable loss. I also want to say sorry to them for the things that we got wrong. I am clear that our job is to protect children from harm and in this case we and other agencies failed to do that. We have learnt the lessons from this tragic case and have acted on all of the recommendations in the serious case review with the aim of minimising the risk
of something like this happening again in our city."

Why oh why does this keep happening? Heart breaking. Pure evil, how does anyone do that to an innocent little boy? Evil or Very Mad

Poor, poor little soul and his mother will feel guilt for the rest of her life. There are such evil people in the world!

but its always the same, isnt it?....something like this happens and the social services say ...ooooh...sorry ...we screwed up....we will try to do better...but they never do....

Exactly, oh we will learn lessons from it, as it that will bring the little mite back and take away the pain he suffered, then a couple of years or less and the same thing happens!
